Are you confused why a record looks deliverable but is being returned by your CASS or NCOA provider as non-deliverable? Address correction (CASS) or National Change of Address (NCOA) Processing will provide this error code for all returned addresses even if they were corrected successfully. Error codes 0-86 are deliverable.
